The integrity of power and its responsibility as the theoretical logic of public administration

公共权力的矛盾性源于公共权力“公属”和“私掌”的分离 ,解决公共权力的矛盾性是近现代政治理论和实践的重要主题之一 ,即对公共权力可能的“恶”进行控制与约束 ,以实现公共权力“善”的价值目的。因此 ,对公共权力的设置课以相应的责任规定 ,以建立权责统一的公共行政体系 ,是对公共权力的一种最基础性的控制 。

The contradiction of public power derives from the disintegration of 'public ownership' and 'private use'. How to dissolve the problem is a major topic in modern political science and its application. In other words, we should restrain the 'evil' abuse of public power in order to realize its morality. Therefore, the curricular design of public power should be based on the responsibility stipulation in order to construct the integrative system of power and responsibility. It is a fundamental control of public power as well as the logic of the public administration.
