科技奖励制度和科学基金制度有相同的主体、相同的目的和相同的实际效果,但它们的客体不同、促进方式不同、引导作用也不同。这两种制度不可互相替代,二者在促进科学技术的生产和应用上具有互补性。
The system of encouragement and reward for science and technology and the system of science fund have the same subject, the same aim and the same effect. But they have some differences in object, manner of hastening and the function of channeling off. The two systems can't be replaced by each other. There is supplement for the advancement in production and application of science and technology between them.
