随着计划经济向市场经济的过渡 ,我国城市的社会生活和管理体制正在发生着整体性的深刻变化 ,街道的传统管理体制已经不能适应新形势的需要。因此 ,必须建立新的社区管理机制。社区建设要适应“大社会”的总体要求 ,加强理论建设、法制建设 ,理顺管理体制 ,从而促进社会的协调发展。

With the transition from planned economy to market economy, complete and deep changes are taking place in urban social life and management systems inChina. Traditional management systems can’t meet the demands of new situations, so new community management system must be established. The construction of community must be adapt to the general demands of “big society”, strengthen theoretical and lawful construction, make management system smooth in order to promote the harmonious development of society.
