政治文明的发展是在一定的文化环境中展开的 ,开放的文化环境是政治文明成长、演进的重要动力。由于在中国传统文化中缺乏政治现代化所需的历史资源 ,因此 ,中国当代的政治文明建设需要在文化开放的条件下 ,破除思想理论障碍 ,立足于国情 ,大胆吸收、借鉴人类政治文明的优秀成果。

The development of political civilization is carried out in a certain cultural environment. Opening is an important impetus to the growth and advance of political civilization. The Chinese traditional culture, because of its lack of historical resources that political modernization needs, must smooth away the obstacles of ideology, take in and draw upon the excellent fruits of human political civilization according to China’s conditions.
