摘要
贸易与环境问题是一个涉及国际社会多层面、多领域的复杂而重大的问题,已成为WTO新一轮多哈回合谈判的重要议题。WTO环保例外条款承认了各国国内环境政策的合法性,但运用不当易演变成贸易保护手段,从而阻碍国际贸易的发展。
As a complicated and important issue concerning various levels of the international community and various fields,the relation between trade and environment has made a vital subject under discussion in the new round of Doha negotiation of WTO. The WTO's environmental protection exceptional clauses admit the validity of domestic environmental policy within individual nations,but improper applications may lead to trade protection, thus discouraging the development of international trade.
