道德与法律作为调控社会关系和人们行为的重要机制,各具优势与局限,存在着互补互动、互激互励、互促互进的辩证关系。公民道德建设是一项复杂的社会系统工程,既要靠社会的持续倡导和个体的能动自觉,也要靠法律支持、政策导向和制度保障。法律支持是增强公民道德建设实效性的重要保证,因为法律具有一种制度性的优势,拥有道德所缺乏的一种国家强制力。在公民道德建设过程中,必须积极寻求法律的有效支持,合理把握法律对于公民道德建设支持的领域和限度,促进公民道德建设的良性发展。

Morality and law are the important mechanism for regulating social relation and human behavior. Both hold their own advantages and limits, existing complementally and dialectically. Civil moral construction is a complicate social systematic project, which base on not only the constant promotion from society and individuals' consciousness and activity but also legal support, policy guide and institutional guarantee. Legal support is important for civil moral construction to carry on efficiently, since law takes advantages of institution, and possesses a kind of national compulsion of which morality is short.
