“党是领导一切的”,是在一党执政的社会主义国家中颇为关注且颇多争议的敏感话题。“党是领导一切的”正确阐释应为:在总揽全局,协调各方的原则下,使党的主张经过法定程序,成为国家意志,使党组织推荐的人选成为国家政权机关的领导人,并对他们进行监督。在此种领导模式下,党政分开不会削弱党的领导。
