东部地区产业转移与中部地区经济发展

The Industries Transferences in Eastern Region and the Economic Development in Middle Region

东部地区产业结构升级及丧失比较优势的产业向区外转移是实现三大地带协调发展的重要机制之一。虽然西部大开发战略的实施在一定程度上促使部分产业跨越中部地区直接转移到西部,但中部地区所具有的区位特点、潜在的市场优势、丰富而廉价的劳动力资源,使其成为接受东部地区所转移产业的主要地区。中央政府应通过制度安排鼓励东部企业进入中部地区投资,以加快丧失比较优势的产业向中部地区转移。中部地区地方政府应根据各自所具有的比较优势,努力改善投资环境,积极吸引东部企业投资。

It is one of the important mechanisms of three areas coordinative development that industrial structure is promoted to higher grades and lost comparative superiority industries are transferred outside region. Although part industries are directly transferred to western region over middle region on account of western region given special policy, but middle region is still main region of accepting the transferred industries on account of its local characteristics,latent advantage in market,plentiful and cheap labor force. The central government should formulate a policy to encourage the eastern enterprise investing in middle region,then quickly the industries that lost comparative superiority are transferred to middle region. The local government in middle region should improve investment environment to attract eastern enterprise according to each from comparative superiority.
