江苏省R&D活动中政府作用分析

An Analysis of Governmental Function in R&D Activities in Jiangsu Province

政府在R＆D活动中的财政手段、行政手段以及其他政策手段配合作用可以引导R＆D资源有效配置。通过定量分析可以发现,江苏省政府资金投入可以拉动数倍于政府资金的企业资金和社会资金,但其拉动作用与我国内地 R＆D活动发达省份仍有差距。要进一步发挥江苏省政府在 R＆D活动中的作用,就要明确定位其服务者角色,发挥其对全社会科技资金投入的引导作用,加大基础研究投入力度,完善科技成果转化机制,大力扶持以企业为主体的技术创新体系建设,着力构建以苏南为中心,苏中苏北为两翼的江苏区域科技新格局。

The government can use financial means, administrative means and other policies to achieve efficient R&D resource allocation. Through quantitative analysis, we can find Jiangsu Provincial Government's investment is usually followed by multifold investment by the companies and the society, but compared with other developed provinces, Jiangsu is still weak in soliciting relevant investment. To strengthen its role in R&D activities, Jiangsu Provincial Government must of necessity define its role as a servant, guide the whole society in the scientific and technological investment, strengthen the basic scientific research, perfect the mechanism of applying scientific findings to industrial production, support the technological innovation system in which the companies are the chief players, and realize in Jiangsu Province a new regional scientific and technological layout, in which Southern Jiangsu is the center and the Middle and Northern Jiangsu are the wings.
