西部乡村少数民族婚姻习惯法与国家婚姻法在缔结与解除婚姻关系的实质要件和形式要件上存在着诸多冲突。忽视这些冲突,必然引起国家婚姻秩序的紊乱,阻碍国家计划生育法的实施,导致民族人口素质的下降。

There exist many conflicts between the minority people's marriage habit and the national marriage law as in the substantial conditions and formal conditions in marriage engagement or marriage dissolvement,the neglect of which will inevitably cause disorder in the nation's marriage life,hinder the implementation of the state birth control law and lead to the quality decline of the population.
