At present output drills are widely adopted for non-English majors to improve their oral English. Natural input, on the other hand, is advocated by Krashen to be the sole element contributing to the promotion of oral competence. Much has been discussed about the two views, but nothing has come out as the final verdict as to which element , input or output, exerts a greater influence on oral competence development. This article suggests the primary role of input and the secondary role of output in oral competence development, based on the findings of a comparison between the author's two teaching methods: one focusing on output with the amount of input well-controlled and the other on unnatural input, a slightly modified version of input theory. The unnatural input consolidated by a small a-mount of output drills has yielded remarkable 'output' , i. e. oral competence development for non-English majors.
