边疆地区历史文化名镇的保护、开发与利用研究——以云南省禄丰县黑井镇为例

The Protection and Exploitation of the Historic Towns in Frontier Regions——The Example of Heijing Town, Lufeng County, Yunnan Province

边疆地区历史文化名镇的保护、开发与利用普遍存在着立法、意识、经费、宣传等方面的问题。历史文化名镇的保护、开发与利用三者关系问题的核心是能否将文物的所有权与经营权分离,将文物资源作为普通资源纳入到企业中进行市场化经营。在"建立历史文化名镇保护制度"、"动态式保护"、"参与型开发"、"和谐性利用"等思路指导下,建设"文化生态城镇"是历史文化名镇实现文化与生态、社会经济和谐可持续发展的模式之一。

The protection and exploitation of historic towns in frontiers meets with problems in the spheres of legislature, social awareness, promotion, expenditure, and propaganda. The key issue, in this regard, rests on whether it is possible to separate the ownership of cultural relics from their operation power and to bring cultural relics as ordinary resources into business marketing activities. Based on the ideas such as 'establishing protective institutions of historic towns','dynamic protection','exploitation encouraging participation from various circles', and 'harmonious exploitation', it is suggested that the construction of 'cultural ecological towns' should be one of the proper modes for historic towns to ensure the harmonious interactions among social economy, culture and ecology, and eventually to enjoy sustainable development. 
