目的 了解农村疾病防制机构面临的困难和问题 ,提出相应的对策。 方法 采用问卷法对样本地区政府部门及卫生部门的领导、卫生技术人员进行意向调查分析。 结果 政府对疾病防制事业投入不足 ,疾病防制机构普遍存在“重有偿轻无偿、重医轻防”现象 ,农村卫生服务网络运作不协调 ,基层农村卫生机构基础设施落后、卫生人才匮乏。 结论 政府增加投入 。

Objective To understand the problems of disease preventive sectors in rural areas and to explore the control strategies of diseases. Methods Intention survey was conducted to health technicians and managers with a questionnaire. Result The governmental health investment is lacking. Health sectors paid more attention on beneficial services than less profitable ones. The key problem in rural three-tier-network of health is the functional weakness. Conclusion It is important to increase the governmental health investment and the integrated function of the network of rural health services.
