摘要
加拿大的矿产资源储量评估业有着较长的历史 ,伴随北美矿业市场经济的出现而产生、发展、成熟 ,已经不可动摇地成为加拿大矿业传统文化的一部分。但对长久以来实行计划体制的中国矿业 ,要建立一个市场环境下的评估业无疑是新的课题。本文力求从加拿大的法律制度、政策导向入手 ,结合相关的规章、规则及行业指南 ,勾划出其评估体系所涉及的各个要素 ,从而较全面地展现加拿大矿业评估业运行的特点 ,为中国矿产资源储量评估行业的健全和发展提供好的经验和借鉴。
Canada has a long history of mineral resources and reserves estimation(MRMR).This trade was born,developed and matured with the appearance of a mining market economy in North America.It has become one solid part of the traditional mining culture in Canada but it is a new issue to establish an estimation system under a market economy for the Chinese mining industry which has been influenced deeply and permanently by a planned economy.This paper tries to outline Canada's estimation system of MRMR and its main elements though analyzing relative laws and policies combined with regulations,rules and technical standards in order to reveal its operational character,thus further providing a good experience for the establishment and development of MRMR system in China.
