1998～2002年,国家共安排水利国债资金1133亿元。国债资金在水利投资中比例的增加,带动了其他渠道资金的投入,使得水利基建投资在基础设施建设投资中的比例加大。一批具有重大影响的、以社会效益和环境效益为主的水利建设项目的实施取得了明显成效,水利作为支撑国民经济和社会发展的基础设施的地位得到了进一步加强。

In the period of 1998～2002, the total national bond investment for water is 113. 3 billion Yuan. The increase of national bond investment for water sector has given an impetus to funds input from other channels, increasing the propor- tion of infrastructure investment from hydraulic capital construction investment. The implementation of a group of hydrau- lic engineering projects that have significant influence and take social and environmental benefits as the main has a- chieved remarkable effects and the position of water as infrastructure of supporting national economic and social develop- ment has been further strengthened.
