西部贫困地区基础教育发展路径探索——“中英甘肃基础教育合作项目”的启示

An Exploration of the Ways of Basic Education Development in the Western Disadvantaged Areas

发展西部贫困地区基础教育必须要有新思路、新举措、新突破。“中英甘肃基础教育合作项目”把合作创新、探索贫困地区基础教育跨越式发展的新思路作为项目的内在意义和价值追求。该项目在甘肃临夏回族自治州的 4个少数民族聚居县实施 ,力求通过教育促进人力资本与社会资本的生产 ;探索解决贫困地区义务教育经费问题的新思路 ;形成综合、立体、多元的教师专业发展网络 ;建构可持续发展的全民教育体系。这项尚在进行中的教育试验 ,已取得了有益的经验。

To develop the basic education in the Western disadvantaged areas, new ideas, decisive breakthroughs and innovative measures are required. In the “Sino UK Joint Program of Basic Education in Gansu Province”, the task force has taken the cooperative innovation and exploration of new ways to achieve the leap forward development of basic education in the disadvantaged areas as the internal significance and value pursuit of the program. This program is implemented in four minority nationality populated counties in Linxia Hui Autonomous Prefecture, Gansu Province, aiming at promoting the generation of human resource capital and social capital by means of educational development, finding out new ways for solving the shortage of funds for compulsory education in those disadvantaged areas, constructing a comprehensive, three dimensional and pluralistic network for teachers' professionalization and establishing an educational system for all with the capacity of sustainable development. Beneficial experience has been obtained, though the program is still under way.
