地质灾害的发生 ,既有自然因素 ,也有人为因素。减轻地质灾害主要是在顺乎自然规律的前提下 ,发挥人类的作用 ,运用技术、经济、法律、行政、管理、教育等手段 ,消灭或回避灾害源 ;保护或转移受灾体。这些目标的实现 ,需要全社会的协调行动。灾害管理在减轻地质灾害活动中是一项重要的内容 ,地质灾害灾情统计管理体系是社会减灾行动系统的一部分。本文介绍了建立地质灾害统计管理体系的设想 ,包括建立地质灾害灾情组织体系的必要性、建立的原则及机构的设置 ;地质灾害上报程序及管理 ;地质灾害分类分级管理的方法。

The occurrence of geological disaster has natural factors, as well as man-made factors. To reduce geological disaster will mainly relies on human role should be brought into play in compliance with natural law; technical, economic, law, administrative, management, educational means should be applied; the source of disaster should be eliminated or avoided; Endangered objects should be protected or transferred. To fulfill the goal will need cooperation of the whole society. Management of disaster is an important content of reducing geological disaster activities. Statistics management system of geological disaster situation also is a part of social action system of reducing disaster. The paper introduces the tentative plan for establishing statistics system of geological disaster situation, involving in the necessity of establishing structural system of geological disaster situation and relevant principle, setting of organization, the procedure of reporting to leadership for geological disaster and relevant management,and the management of geological disaster as various classification and grade.
