摘要
第二次世界大战之后,日本传统的行政管理模式远远满足不了新的形势,需要大幅度的调整。随着日本经济的快速增长,以及日本在国际上的地位不断提高,国内行政事务变得格外复杂,需要应对的事务越来越多,公务员的素质急需提高。为此,日本在上个世纪后半叶,投入了大量资金,进行了一系列的公务员培训制度改革,全面提高国家公务员及地方公务员的实际行政活动能力及决策能力。
Japan's traditional mode of administrative management, after the Second World War, has been found to be far from satisfying the greatly changed situation and in need of large-scale readjustment. With the fast growth of economy as well as the ever stepping up of the international status of the country, it is imperative to raise the quality of civil servants since the internal administrative affairs have been getting exceptionally complicated and the issues to deal with more and more. To this end, Japan invested in a large way in the next half of last century in a series of reform of the civil servant training system, which greatly raised the ability of the state and local civil servants to conduct administrative activities and decision-making.
