By comparing and analyzing of National Interlibrary Loan Code for the United States (1993) and Interlibrary Loan Code for the United States (revised 2001), the author discusses the process and trend of the development of interlibrary loan services for the United States, and expounds the importance of legislating interlibrary loan service, in order to call out the attention for legislating interlibrary loan in the library community in our country.
