The present policy of charging according to the building is more and more disadvantageous to the developing marketing economy. It is feasible that household heat metering are charged according to thermoreceptor. The paper reports some kinds of improved heating systems of civil building, methods of heat metering and problems in the process. The results are refered by the engineers in some fields.
