国有民办高校的专业设置与教学质量评估——转型期促进国有民办高校发展的政策法规研究

Carriculum and Teaching Quality Evaluation in Nationel Colleges and Universities Run by Local People——Policy and law study for developing national colleges and universities run by local people in transformation

在我国由计划经济向市场经济过渡的转型时期,国家所有、民间举办的高等院校在办学过程中存在包括专业设置与教学质量评估等在内的一些学校自身无法妥善解决的问题。建议国家立法部门出台《中华人民共和国国有民办教育促进法》,国家教育主管部门制订和出台专门规范国有民办高校办学行为的教育行政规章,作为保障国有民办高校可持续发展的政策、法律对策。

In the period of transformation form plan economy to market economy, more and more local people - run colleges and universities have emerged. During their development, however, there exist a lot of problems and confusions on curriculums and teaching quality evaluation. Through analysing these problems, the author suggests our government set up certain formal education administration rules to guarantee their continued development.
