摘要
保障公众健康是公共卫生的使命 ,其目标是营造健康的社区环境 ,使人民健康地生活。其职责是预防疾病的发生和传播、保护环境免受破坏、预防意外伤害、促进和鼓励健康行为、对灾难做出应急反应并帮助社会从灾难中恢复 ,以及保证卫生服务的有效性和可及性。它通过确定人群公共卫生问题和需优先解决的问题 ,设计并实行干预措施 ,实现创造保障公众健康的社会条件和要求。具体有 3项职能和 10项任务。该文还就公共卫生应急突发事件的策略提出了一些看法。
The mission of public health is to promote population health, and its goal is to realise healthy people in healthy community. Responsibilities include preventing epidemics and the spread of diseases, protecting environment against hazards, preventing accidental injuries, promoting and encouraging healthy behaviors, making responds to disasters and assisting communities recovery, and assuring quality and accessibility of health services. The paper describes essential services of public health and strategies of preparedness and response for emergency.
