摘要
城市规划的任何调整或安装 ,其本质是对土地权利的分割、分配与交易 ,因此城市规划与土地使用制度之间有着密切的关系。国有土地出让方式的不同会对城市规划产生重大影响 ,规划编制和规划实施管理需要在体制。
Urban planning is closely related with land use system, because any arrangement and readjustment in urban planning primarily involved the distribution and dealing of the land rights. The different ways in which state-owned land transfers have great influence on the urban planning, so there need more systematical and institutional enhancement in planning making, planning implementation and management.
