摘要
分析了当前危险废物(简称危废)的处置与管理现状及面临的挑战,提出了'十三五'阶段相应的发展对策:一方面要采取措施提升现有设施的管理水平、运行效率,加强区域间危废管理的协调联动,构建跨区域危废管理平台,综合提高我国危废处理能力;另一方面应针对性地开发新的、多样化的危废利用与处理技术,扩充废物处置种类,实现危险废物的高值化回收利用与安全处置。
The current status of hazardous wastes disposal and managementas well as challenges was analyzed,and the corresponding countermeasures for the 13th Five-Year Plan period were put forward.On the one hand,measures should be taken to improve the management level and operating efficiency of existing facilities,to strengthen the coordination on inter-regional hazardous wastes management,and to build a trans-regional management platform of hazardous wastes,which could comprehensively improve the handling China’s hazardous waste disposal capacity.On the other hand,new and diversified technologies for the utilization and treatment of hazardous wastes should be developed to expand the handling types of hazardous wastes,realizing high-value recovery,utilization and safe disposal of hazardous wastes.
