高校科研经费投入和使用绩效研究

Research on Investment and Performance of Research Funding in Colleges and Universities

十八大以来,中国研发经费投入持续提升,据国家统计局公布:2017年研发经费投入总量为17500亿元,位居世界第二位,其中高等学校经费支出1072.2亿元,增长7.4%1。伴随着我国对科研工作的支持力度不断提高,针对高校科研项目经费的绩效,有了新的标准和更高的要求。本文以QH高校科研经费为研究对象,分析科研经费投入、使用过程中存在的审批流程烦琐、科研结题后结余经费的管理风险等问题的原因,给出建议及对策,旨在提高QH高校的科研经费使用绩效水平。

Since the 18 th National Congress, China’s investment in R&D has continued to increase. According to the National Bureau of Statistics, the total investment in R&D in 2017 was 1,750 billion yuan, ranking second in the world, of which 107.22 billion yuan was spent by institutions of higher learning, an increase of 7.4 %. Along with the increasing support for scientific research work in China, there are new standards and higher requirements for the performance of university scientific research projects. This paper takes QH university research funds as the research object, analyzes the reasons for the problems such as the investment of research funds, the cumbersome examination and approval process in the use process, and the management risk of the balance of research funds after the settlement of questions, and gives suggestions and countermeasures. The aim is to improve the performance of QH universities in the use of research funds.
