摘要
近年来世界各地灾害事件层出不穷,从2001年美国的911事件,2004年印度洋海啸,2008年中国汶川地震,以及近来的洪灾事件均给各地人民带来了不同程度的生命财产损失。据称仅仅是在过去的十年就有大约两百万人在各种灾难中丧命,大约420万人受伤3300万人无家可归,30亿人都经历过不同类型的灾难[1].我国人口庞大,自然灾害频发,经历了许多严酷的灾害事件,我们对灾害的了解准备以及应急能力仍然有许多不足的地方。
