一部社会保障发展史就是国家治理能力现代化的历史。现代社会保障作为国家的一项根本性的制度安排,具有回应性、有效性和全局性的作用。目前,中国正处在全面建成小康社会的关键时期,农村贫困地区开展精准扶贫和经济处在结构转型的变革之中,这为社会保障从国家"小器"变为国家"重器"打开了重要的时间窗口。在新时期,社会保障所面对的主要挑战是:需要发挥出托底和促进的作用,为中国改革和发展保驾护航;同时还要发挥出再分配的功能,让社会发展更具有包容性,促进中国社会的共享发展。为此,需要通过法制化、协同化、社会化和信息化的建设来实现中国社会保障的现代化,成为国家治理之重器。

The developmental history of social security is also the history of state governance modernization. As a fundamental institution of the state, modern social security is of responsiveness, effectiveness, and comprehensiveness. China is now in the decisive period of building a moderately prosperous society, developing targeted poverty alleviation in the rural areas and transforming economic structure. It opens a vital window of opportunity leading the social security to become one of the most important tools of China governance. In the new stage, the major challenges faced with social security are: Giving play to basic support and promotion to guarantee China's reform and development; Giving play to the function of redistribution to promote social inclusiveness and shared development. Thus, construction of legalization, collaboration, socialization, and informatization are of great importance to achieve the modernization of China's social security.
