摘要
为提高工业园区环保审批部门的规划环评相关决策能力,促进工业园区经济、资源环境的协调发展,提出了一种基于空间ETL和Web GIS的多个工业园区环评全过程监管方法。该方法将试点工业园区的规划环评成果的文字描述、技术指标、图形图廓等,采用空间ETL的方式从环评报告书清洗、抽取出环评数据,在数据库设计上结合时空数据实现历史数据的管理,以统一的最新可视化编程平台技术,实现了基于Web GIS的多个园区环评数据和图形数据的互联网方式共享共通,最后将该方法应用到两个试点工业园区,取得了不错的效果。下一步工作将应用到更多工业园区,并与生态环境大数据、模式库结合。
This paper proposed a multi-industrial park EIA supervision method based on spatial ETL and WebGIS,in order to improve the decision-making ability of planning EIA and promote the sustainable development of economy,resource and environment in industrial parks. This method used the spatial ETL to pick up the literal description,technical indexes and graphic files from EIA report and extract the EIA data,to put into the database. The historical data management of industrial parks is achieved with the combination of spatiotemporal data. Then WebGIS and the latest visualization programming platform were used to build an Internet platform. The industrial EIA data and thematic maps can be shared in this platform. The method has been applied to two pilot industrial parks and the effects were good. Next,this mothed will apply to more industrial parks,and will combine with the big data of ecological environment and air pollution models.
