中国能源利用秩序区域比较研究

A Comparative Study on the Energy Use Order in China

能源利用秩序是其需求侧与供给侧平稳及高效利用的有序化,统一考虑能源需求侧与供给侧的不同层次主体关系协调及其配置的资源功能匹配所构成的问题。基于中国古典社会科学原理,融合中西经济学范式,创立一种测度能源利用秩序的新方法,设置衡量社会公平与能源利用效率一致性精准量化标尺,通过能源利用主体相对收入变动与全要素生产率变化测度其需求侧与供给侧的状态之轻重,评价能源利用秩序平稳程度,分析其成因与缘由。研究结果表明,我国能源利用秩序上下波动,总体趋势由低向高逐渐向期望状态靠近。中部地区的能源利用秩序较好,而东部地区和西部地区的能源利用秩序次之,波动较大,尚有提升空间,其目标实现的路径是缩小区域能源利用相对经济距离,改善能源利用治理政策和运作程式。

Energy plays an important role in China’s economic development, and its utilization order has attracted wide attention. The order of energy utilization is an orderly smooth and efficient use on both the demand and supply sides, and the problems from the main relationship coordination in different levels on the energy demand side and the supply side and the related matching of the resource functions is considered. Based on the principles of Chinese classical social science and integrating the paradigm of Chinese and western economics, a new method to measure the energy use order is set up to measure the precision of the consistency of social equity and energy utilization efficiency, and to measure the state of both demand and supply sides through the change of the relative income of the energy utilization subject and the change of the total factor production rate, to evaluate the stability of energy utilization order and to analyze its causes. The research results show that the energy utilization order in China fluctuates, the overall trend is approaching from the low to the high as expected, the energy utilization order of the central region is good, while in the eastern and western regions is relatively weaker with the larger fluctuation, but can be promoted. The path to achieve the goal is to reduce the relative economic distance of regional energy utilization, and to improve the related policy and operation program.
