On New Rural Construction The Spatial Rebirth of a Traditional Village in Huangyan,Zhejiang Province

文章基于"新乡土主义"理论的指导,提出新乡土建造的这一时代命题,通过新时代乡村振兴工作法的精准实施,使历史文化传统村落从全面衰败走向活力再生。文章指出"新乡土主义"规划理论源于既有的乡土,根植于地方文化和社会发展,反映着建造传统工艺特色和现代技术的融合,承载着当代村民对美好生活的追求。"新乡土建造"是在"新乡土主义"理论指导下的实施乡村振兴战略的工作范式,是落实"三位一体""三适原则""三个层次"和"三式规划"的具体行动;在创造性转化、创新性发展的"双创"努力下,通过乡村规划设计、建造实施、运作管理、人才培训等实践,推动乡村的产业振兴,人才振兴、文化振兴,生态振兴和组织振兴。结合浙江省黄岩区宁溪镇乌岩头古村的新乡土建造实践,阐述了系统思考乌岩古村的未来功能定位,整体把握其空间结构价值,并精准定位关键空间"穴位"推进实施等技术要点。新乡土建造离不开地方政府务实、创新的工作机制保障,需要统筹好传统文化要素与当代宜居性、科技创新发展的相互关系,从而使得传统村落的现代化过程,成为实施乡村振兴战略中的一项重大成就。

Based on the guidance of the 'New Ruralism', this paper puts forward the proposition of the new rural construction, through the precise implementation of the working method of rural revitalization in new era, reviving the vitality of the historically and culturally traditional villages from the overall decline. The article points out that the 'new rural' planning originated from the existing native land, rooted in local culture and social development,reflecting the integration of traditional craftsmanship and modem technology, bearing the pursuit of a great life by contemporary villagers. 'New Rural Construction' is a working paradigm for implementing the rural revitalization strategy under the guidance of the 'new ruralism', and is a concrete action to implement the 'three in one', 'three principles', 'three levels' and 'three types of planning'.Under the 'double innovation' of creative transformation and innovative development, we promote rural industrial revitalization, talent revitalization, cultural revitalization,ecological revitalization and organizational revitalization through rural planning and design, construction and implementation, operational management, and personnel training. Based on the practice of new rural construction in Wuyantou old village. Ningxi Town, Huangyan District.Zhejiang Province, this paper expounds the future functional orientation of Wuyan old village, grasps the spatial structure value of Wuyan old village as a whole,and accurately locates other technical points such as the key space of 'Acupoint' to promote implementation.The construction of new rural areas is inseparable from the pragmatic and innovative work mechanism guarantee of local governments. It is necessary to coordinate the relationship between traditional cultural elements and contemporary livability as well as scientific and technological innovation and development, so that the modernization process of traditional villages can become a major achievement among the strategies for implementing rural revitalization.
