基于证据网络的绿色建造水电项目评标方法

Green Evaluation Method of Hydropower Project Based on Evidence Network

为节约资源和控制环境污染、加强绿色建造水电项目评标的可靠性,将绿色施工理念融入技术、经济、资质三个层面中,建立了共计16项指标的绿色建造项目评标指标体系,并提出了基于证据理论的绿色建造水电项目评标方法,通过收集水电领域的专家对投标单位各项指标的评分,运用证据网络对群体信息集结并计算其效用值,以此为依据进行评标,最后结合实例验证了该评标方法的可行性,为投资方优选施工单位提供了决策依据。

In order to save resources,control environmental pollution and strengthen the reliability of green evaluation of hydropower projects,green evaluation index system including 16 indicators was establishes by putting green concept into three levels of qualifications including technology,economy and aptitude. Based on the evidence theory,green bid evaluation model of hydropower project was built. Through collecting evaluation of the indicators of the tender units by the experts,a bid evaluation was preceded by using evidence network to calculate the utility value of the group information. Finally,the feasibility of the evaluation model was verified by experiment. The results provide the decision-making basis for the preferred construction unit of the investor.
