水利工程非农业供水水价现状及改革建议 被引量:2

摘要 鉴于水利工程非农业供水水价改革道路曲折难行,并缺乏相应的理论基础,基于南京市2009~2013年的水利工程非农业供水数据,采用全成本模型测算现行供水成本,并对水价执行情况及实际工作中存在的问题进行实地调研和分析。研究结果表明,现行水利工程非农业供水水价标准时效滞后,所占供水成本不足10%,同时在水价制定、监督管理、公众参与及各类补偿等方面的体制机制仍有待完善。据此,提出优化分类定价及相应改革措施。 In the view of that the road of non-agricultural water supply price reform was wrecked and lack of the corresponding theoretical basis,this paper studied the cost of water supply by means of full-cost pricing model and existing problems in practical work based on the data in Nanjing City during 2009-2013 and field research.The results show that the timeliness of the standard is seriously lagging behind,and the water price is only accounted for less than 10% of the actual cost.Meanwhile,amounts of system and mechanism,such as water price formulation,supervision and management,public participation and kinds of compensation,remained to be perfect.According to the results,this paper put forward the optimal classification pricing,and proposed the corresponding reform measures.
