摘要
鉴于目前我国水权交易尚处于起步阶段,定价机制尚不成熟,提出了基于模糊数学法和生产函数的干旱地区农业节水向工业水权交易定价模型。该模型由基于模糊数学的水权交易价格综合评价和水权交易价格范围两部分组成,其中水权交易价格综合评价是对影响水权交易价格的各因素进行模糊评价,水权交易价格范围则由生产函数和交易成本决定,将综合评价结果与水权交易价格范围进行复合运算,进而得到水权交易价格。将综合定价模型应用于内蒙古自治区鄂尔多斯市南岸灌区农业节水向工业水权交易中,结果表明该定价模型可为干旱地区水权交易合理定价提供技术支撑,对未来水市场的良好发展起到了推动作用。
At present,the water rights trading in China is just at the initial stage,and the mechanism of water rights trading pricing is not mature enough.A pricing model for trading of agricultural water-saving to industrial water rights in the arid regions is proposed based on fuzzy mathematics and production functions.The model consists of two parts including the comprehensive evaluation of water rights trading price based on fuzzy mathematics and the range of water rights trading price.The comprehensive evaluation of trading price is a fuzzy evaluation of various factors affecting the water rights trading price,and the range of water rights trading price is determined by the production function and transaction cost.The comprehensive evaluation results are combined with the range of water rights trading price to calculate the water rights trading price.Finally,the comprehensive pricing model is applied to the trade of agricultural water-saving to industrial water rights in the South Bank Irrigation of Ordos City in Inner Mongolia Autonomous Region.The results show that the proposed price model can provide technical support for the scientific and reasonable pricing of water rights trading in the arid regions and play apositive role in the future development of water market.
