社会组织参与农村残疾人社区康复的实例研究——以北京市怀柔康怡残疾人职业康复劳动站为例

A Case Study of the Participation of the Non-government Organization in the Rural Community Rehabilitation for Disabled People——in the Case of Kangyi Rehabilitation Center

以北京市怀柔康怡残疾人职业康复劳动站为例,探讨了社会组织参与农村残疾人社区康复的实际情况。研究发现,社会组织对于促进农村残疾人社区康复发挥了积极作用:提供全面的康复服务、促进社区包融性发展、创新社区康复工作开展模式三个方面。但与此同时,也面临诸多困境,包括自身能力建设不足、相关机构间缺乏有效沟通、相关法律法规不健全等。最后提出完善政策法规、加大扶持力度、加强从业人员队伍建设、加强机构间联系等建议。

TakingKangyi rehabilitation center for example,this paper explores the real situation wherenon-governmental organizationsparticipate in the rural community rehabilitation.The study finds that social organizations have played an active role in promoting rural community rehabilitation in three aspects:providing comprehensive rehabilitation services,promoting community inclusive development,and innovating community rehabilitation work model.Meanwhile,they also faced some dilemmas,including insufficient capacity building,lack of effective communication between relativeorganizations,and unsound laws and regulations.Therefore,this paper suggests the government improve related laws and regulations,give more support,and strengthen the construction of staff team and the connection among organizations.
