目前我国城市居家养老服务存在供需不相匹配的问题。为解决这一问题,构建了一个包括制度、资金、创新、土地、劳动力等五项供给结构要素在内的分析框架。从供给结构要素即制度、资金、创新、土地和劳动力来分析城市居家养老服务面临着结构性难题即制度不够健全、资金投入较少、创新发展缓慢、用地保障不足、结构性人才短缺,并提出要健全相关的制度、扩宽资金的来源渠道、加快创新发展步伐、加强用地保障、加快专业人才队伍的建设的破解之道。

At present,home care service for urban aged is confronting with the problem of mismatch between supply and demand.For that reason,this paper constructs an analytical framework including institutional capital innovation,land and labor,after that analyzes home care service for urban aged is confronting with structural problems,that are,the system is not perfect,the capital investment is less,the innovation development is slow,the land security is insufficient,Structural talent shortage,and put forward to improve the relevant system,broaden the source of funds,speed up the pace of innovation and development,strengthen land security,speed up the construction of professional personnel to crack the way.
