This paper gave a brief introduction to the concept and key content about the regulation of food quality and safety market access which is being carried out in our country, and necessity and procedure of gaining Food Producing Licence for food enterprises Owing to the improtance of gaining an understanding of on site check, author expounded the issues for food enterprises to pay attention to problem in meeting on site check of the production conditions
