政府财政投资建设项目投资控制问题研究

Research on Investment Control Problems of Financial Investment in Construction Projects

为更好发挥政府财政投资建设项目效益,笔者重点立足于投资决策、设计、项目施工3个阶段总结分析了政府财政投资建设项目投资控制存在的主要问题:建设单位不重视可行性研究、缺乏有效的项目决策追责制度、对设计监理制度的推行重视不够、限额设计存在问题、图纸设计与施工实际脱节、建设单位缺乏投资动态管理监控、存在设计变更不规范等。针对以上问题,本文提出了相应的解决对策:推行工程咨询进行项目前期可行性论证、完善工程"重大决策终身负责制"制度、规范设计监理制、积极推行并完善限额设计、建立"设计—施工"总承包制、对建设项目采取积极动态的管理、严格把控设计变更环节等。

This paper analyzes the major problems during three stages of decision-making,design and construction,which includes that construction owner do not pay attention to the feasibility study,the lack of effective project decision after accountability system,the implementation of design supervision system is not seriously stressed enough,quota design exists problems,the design drawings construction is out of the reality,the construction owner is lack of dynamic monitoring,the design change is not abnormal. In view of the above problems,this paper puts forward corresponding countermeasures: to promote the engineering consulting project feasibility demonstration,make project major decision of lifelong accountability,code for design of supervision system,actively promote the quota design,establish the design and construction be general contracting system,take positive dynamic management on the construction project,strict the control design change procedures.
