岩土工程设计施工专项承包业务发展制度浅析

摘要 目前,住房和城乡建设部发出关于征求《关于进一步推进工程总承包发展的若干意见(征求意见稿)》意见的函,倡导工程建设项目采用工程总承包模式,鼓励有实力的工程设计和施工企业开展工程总承包业务。岩土工程勘察、设计、施工一体化专项承包业务是近年来由于市场的需求正在逐步发展起来的一种新型工程总承包业务类型,正处于培育发展阶段。我国岩土工程行业具有企业数量多、规模小的特点。岩土工程行业的集中度较低,要想在国内岩土工程行业未来的发展中大力促进勘察、设计、施工一体化业务的发展,以提高国内岩土工程企业在国际市场上的综合竞争力进而提高盈利能力,则需要国家建设行政主管部门针对岩土工程勘察、设计、施工一体化专项承包这一新型业务专门制定相应政策和制度,以推进该类型业务的快速发展。 At present,the Department of Housing and urban-rural development give out about for the several recommendations on further promoting the development of the engineering general contracting( draft) ' opinion letter,advocate construction projects using engineering general contracting mode,engineering design and construction of strength are encouraged to carry out the engineering general contracting business. Special geotechnical engineering survey,design,and construction special contracting business is due to the demand of the market is gradually in recent years developed a kind of new type engineering general contracting business,is in the stage of development. Geotechnical engineering industry of our country has a number of enterprises,the characteristics of small size. Geotechnical engineering industry concentration is low,if you want to in the future development of domestic geotechnical engineering industry in vigorously promoting the development of the integration of survey,design,and construction business,in order to improve the domestic geotechnical engineering enterprise's comprehensive competitiveness in the international market,in turn,improve profitability,requires the state construction administrative departments for special geotechnical engineering survey,design,and construction integration this new type of business,special contracting,formulated the corresponding policy and system,in order to promote the rapid development of this type of business.
