为推进我国工程建设工法的开发和应用,促进企业加大技术创新力度和技术积累,住房城乡建设部制定了《工程建设工法管理办法》(建质[2014]103号),其中要求国家级工法申报单位需要提交科技查新报告。科技查新,是科技查新机构以反映查新项目主题内容的查新点为依据,以计算机检索为主要手段,以获取密切相关文献为检索目标,运用综合分析和对比方法,对查新项目的新颖性作出文献评价的情报咨询服务。对工法查新文献进行综述分析,并从申报工法企业角度提供查新合同提交建议,协助企业顺利完成国家级工法申报。

In order to promote the development and application of engineering construction in China,promote enterprises to strengthen technological innovation and technology accumulation,the Ministry of housing and urban construction has developed ' management measures of project construction method( qualitative [2014]103),which requires the National construction method of reporting units need to submit a novelty search report. scientific and technical novelty search,is an information consultation service which science and Technology Agency to retrieval points reflecting the new theme of new projects as the basis,computer retrieval as the main means to obtain the closely related literature,using comprehensive analysis and comparison method,to evaluation of the literature novelty of project. Through Construction method novelty search literature review and analysis,From an enterprise perspective,provide novelty search submitting proposals,hoping to help enterprises successfully completed National construction method declaration.
