我国行政权力清单制度改革至今已进入"最后一公里"深水期攻坚阶段,深层次存在的权力清单改革问题逐渐浮出水面,如加剧各自为政或重新打乱秩序、清单改革缺乏监督管理、清单内容公开度不够、相关法制建设匮乏及清单改革缺乏统一管理等。鉴此提出建议:推行清单改革动态化、强化清单改革监督管理、促进清单改革公开化、加快清单改革法制建设、完善清单改革评估机制。

The institutional reform of check list of administrative powers in China is nowentering'the last kilometer'of critical stage of deep-water period.The deeply rooted problems of reform of check list of administrative powers are gradually emerging,such as the exacerbating of separated governance or the re-disorganization of order,the lack of supervision and administration of check list reform,the short of openness of check list content,the lack of related legal construction,and the lack of unified administration of check list reform,etc.Suggestions are proposed accordingly:to implement the dynamics of check list reform,to enhance the supervision and administration of check list reform,to promote the openness of check list reform,to accelerate the legal construction of check list reform,and to perfect the evaluation mechanism of check list reform.
