“一带一路”倡议下中国高校境外办学:态势、障碍与出路 被引量:14

China's Universities Running Schools Overseas under the Belt and Road Initiative: Situation,Dilemma and Strategies

摘要 中国高等教育"走出去"是国家"走出去战略"的重要构成和高等教育国际化纵深发展的现实诉求,也是促进"一带一路"民心相通的有效途径和时代赋予教育的重要使命。从老挝苏州大学近十年的发展轨迹来看,当前中国高校境外办学主要面临大学身份模糊不清、办学资金筹集困难、招生数量远低预期、师资保障亟待拓宽等瓶颈。"一带一路"倡议不断向深走实,高等教育"走出去"亟需国家顶层设计,强化跨部门协调共促机制,强化风险和舆情应对能力,保障优质教师供给可持续性,推动与当地中国商会、社会团体、慈善组织等机构联系,加强社会合作网络建设。 For Chinese higher education,going out is an effective approach to promote people-to-people bonds in Belt and Road Initiative,and also a significant mission entrusted to education by this era.The case of Soochow University in Laos reveals the major challenges faced by China’s universities running schools overseas,such as identity ambiguity,difficulty in raising funds,lower enrollment,and inadequate qualified teachers.To cope with those,we need to improve the top design of universities running schools overseas,enforce the interdepartmental coordination and promotion mechanism,and guide universities and colleges to go out in an orderly manner;highlight the feature and brand according to the different countries,and strengthen risk management and public opinion response;formulate incentive policies to ensure the sustainability of qualified teachers and make school-running sustainable;promote the social network building with local Chinese chamber of commerce,social charitable organizations.
