长三角区域高等教育一体化发展:需求、障碍与机制突破 被引量:24

Integrative Development of Higher Education in the Yangtze River Delta Region:Demand, Obstacles and Mechanisms Breakthrough

摘要 长三角区域高等教育更高质量的一体化发展要求统筹布局区域高等教育学科专业,构建区域层面的高等教育发展模式和标准,促进教育诸要素在区域内的自由流动。然而由于目前条块化的行政管理模式和区域一体化发展机制的缺位,严重阻碍了区域高等教育一体化发展的进程。在此背景下,基于共商共建共享的新理念,通过信息化技术手段在长三角区域打造线上+线下、本部+分校的新型"长三角联合大学"等高等教育新业态,通过线上聚集各类顶尖优质的高等教育资源,创新长三角区域一体化人才培养模式,从而破除区域分割、资源垄断、人才流动不畅等现实障碍,助推长三角区域高等教育更高质量的一体化发展。 The integrated development of higher education in the Yangtze River Delta region requires the overall layout of regional higher education disciplines and specialties,the construction of regional development models and standards of higher education,and the promotion of the free flow of various elements of education in the region.However,due to the absence of the current administrative management model and the mechanism of integrated development of human resources and funds,the process of integrated development of regional higher education has been seriously hampered.Under this background,based on the new idea of building and sharing through consultation,the new higher education format of'joint University of Yangtze River Delta'is created in the Yangtze River Delta region by means of information technology.Through gathering all kinds of top-quality higher education resources online,the integrated talent training mode of Yangtze River Delta region is innovated,thus breaking the regional division and resource ridge.The breakdown and the lack of talent flow impede the integration of higher education in the Yangtze River Delta region.
