How to Connect the Policies of Mixed Ownership Reform in Higher Vocational Colleges:The Perspective of Stakeholder Consultative Democracy

摘要 本文以利益相关者协商民主为视角探讨了教育改革政策衔接与利益相关者协商民主的内在契合关系,运用质性研究法分析了利益相关者对高职院校混合所有制改革政策衔接诉求话语,提出以协商民主为基础的高职院校混合所有制改革政策衔接策略,即衔接好国家到地方政府的政策传导,处理好地方政府到职能部门的政策落实,协调好主管部门到高职院校的政策沟通。 From the perspective of stakeholder deliberative democracy,this paper explores the intrinsic relationship between educational reform policy cohesion and stakeholder deliberative democracy,uses qualitative research method to analyze stakeholder’s appeal discourse for the policy cohesion of mixed ownership reform in Higher Vocational colleges,and puts forward the policy cohesion strategy of mixed ownership reform in Higher Vocational Colleges Based on deliberative democracy,that is,to link up the country well.To conduct policy transmission to local governments,to handle the implementation of policies from local governments to functional departments,and to coordinate policy communication between competent departments and higher vocational colleges.
