The Paradigm of Career and Technical Education in the US and its Future Direction:Based on the Analysis of the Reauthorization of Perkins IV

摘要 在《卡尔·帕金斯生涯技术教育改进法》的主导下,美国当前的生涯技术教育范式呈现出以生涯发展为导向,加强与工作世界的联系,重视生涯技术教育的横向整合和纵向衔接的特点。然而,新经济模式、技能危机及不尽人意的毕业生质量也促使美国思考如何做出改进。在此背景下,特朗普总统重新授权了帕金斯法案,试图通过增加跨领域政策一致性、下放权力提高州层次生涯技术教育灵活性、进一步加强问责制等措施,推动生涯技术教育的质量提升。 Under the guidance of Carl Parkins Career Technology Education Improvement Act,the current paradigm of Career Technology Education in the United States is characterized by career development-oriented,strengthening ties with the working world,and emphasizing horizontal and vertical integration of Career Technology Education.However,the new economic model,skills crisis and unsatisfactory quality of graduates have also prompted the United States to think about how to make improvements.In this context,President Trump re-authorized the Parkins Act to promote the quality of career technology education by increasing cross-sectoral policy coherence,decentralizing power,and further strengthening accountability.
