构建以教育生态为核心的区域教育发展评价——破解“唯分数”“唯升学”问题的建议 被引量:28

摘要 基础教育阶段'唯分数''唯升学'问题的症结在于'学业成绩政绩化'的潜移默化,在于'经济模式'的教育质量管理机制的简单移植。习近平总书记指出'绿水青山就是金山银山'。'两山'重要思想不仅是生态环境保护工作的重要指引,也是指导教育事业科学发展的理论武器。要扭转不正确的教育评价导向,应以生态文明思想指导地方政府端正教育质量观,强调区域教育发展的'生态意识'与'结构思维',以区域教育治理水平为评价的重点,构建以教育生态为核心的区域教育发展评价体系。区域教育发展评价应重点关注反映教育系统内部均衡协调发展的'结构意义'的质量指标,以及教育系统与外部社会环境的良好协调关系,以优化教育发展环境,维护区域教育发展的良好生态;应特别关注公办教育与民办教育的协调发展,普通教育与职业教育的合理比例、城市教育与农村教育的均衡发展等结构性问题,促进教育事业科学协调发展。 The crux of the problem of education evaluation focus only on academic scores or entrance rate in the stage of basic education lies in the subtle influence of'academic achievement equal to political achievement'and the simple transplantation of'economic model'about educational quality management mechanism.General Secretary Xi Jinping pointed out that'green water and green hills are Jinshan and Yinshan'.The important thought is not only an important guide to the work of ecological environment protection,but also a theoretical weapon to guide the scientific development of education.In order to reverse the incorrect orientation of education evaluation,local governments should be guided by the idea of ecological civilization to correct the concept of education quality,emphasize the'ecological consciousness'and'structural thinking'of regional education development,take the level of regional education governance as the key point of the evaluation of regional education development,and construct the evaluation system of regional education development with education ecology as the core.In order to optimize the environment of education development and maintain the good ecology of regional education development,the evaluation of regional education development should focus on the quality indicators from Structural Perspective of the balanced and coordinated development within the education system,and the good coordination between the education system and the external social environment.To promote the scientific and coordinated development of education,special attention should be paid to some structural problems,such as the coordinated development of public education and private education,the reasonable proportion of general education and vocational education,and the balanced development of urban education and rural education.
