Prevention and control of the high-risk family:practical difficulties and intervention strategies

随着社会转型的深入、社会风险的增加,家庭逐渐受到的冲击更加严峻,并且面临着较为严重的家庭风险。通过对上海高风险家庭调查,发现高风险家庭面临复杂多元的家庭风险源、脆弱的家庭抗风险能力、残缺的社会关系网络、碎片化的家庭公共保障体系以及匮乏的专业家庭社会工作服务等困境。为此,设置专属的高风险家庭风险防治中心、组建专业的家庭社会工作机构与团队以及构建多样化的高风险家庭志愿者队伍的三大干预策略。

The high-risk family needs more attention and service with the deepening of social transformation,and the increasing social risk.This paper introduces the present research situation of the high-risk family,and takes the high-risk family in Shanghai as an example,detailed analyzes the current characteristics and problems of high-risk families,discovers high-risk families' difficulty,such as facing complex diverse family risk source,weak risk resistance,the imperfect social relation network,fragmentation of family public security system,the lack of professional social work services,and so on.Through the analysis of the predicament and learning from the related theories of risk prevention and control,This paper suggests setting up a risk prevention and control center of the high-risk family,a professional family social work institutions with a professional social work team,and building a diversified volunteer team.
