中国专业社会工作的发展历程不仅是一个本土化的过程,也是不断"在地化"的过程。期间社会工作经历了生硬植入和深度嵌入的发展阶段,而地方性隔离与权力规训让社会工作的"在地化"变得困难重重。但是,专业社会工作先天具有"扎根倾向和落地特质",即便面对困境,其也从未抛弃"提高人民福祉"的价值原则,反而是凭借"促进社会公平"的使命感和"推动社会变革"的专业能力,在基层治理场域中不断进行着适应、调整和改变。通过根植于基层,立足于服务的策略方式,社会工作正逐步迈向与基层治理体系日益融合的发展道路。

The development of professional social work in China is also the process of its continuous'localization'.During this period,social work experienced a stage of blunt implantation and deep embedding.Local segregation and power discipline have made the'localization'of socialwork difficult.However,professional social work inherently has a'rooted tendency and landing traits'.Even in the face of difficulties,it has never abandoned the value principle of'improving the well-being of the people'.With its mission of'promoting social equity'and its professional ability to'promote social change',it is constantly adapting,adapting and changing in the grassroots governance field.Through the strategic approach rooted in the grassroots and based on services,social work is gradually moving towards a development path that is increasingly integrated with the grassroots governance system.
