平台型社会组织模糊综合评估体系的构建与验证

A Study on the System Vonstruction and Validation about Comprehensive Evaluation System of Platform Type Social Organization

平台型社会组织具有为初创型和成长型社会组织提供培育发展服务的功能,对其服务特色及服务绩效进行科学合理的评价,有利于平台型社会组织了解自我,形成特色,助力政府部门更准确地进行组合化选择,确定服务的委托对象。文章基于法团主义、社会学制度主义和公共服务二次分工理论构建的评估指标体系,从资源平台、能力提升、信息服务、信用担保、服务效果五个维度展开,共设计出17个二级指标,58个三级指标。由于评估影响因素的'模糊性'特征明显,服务平台的系统功能具有'多属性'特征,故采用模糊综合评价法,将定性评价转化为定量评价。经过模糊综合评价法的验证过程,展示了该评估系统对被评估对象总体状况的评价,以及对服务平台不同发展、服务细节情况的了解。

Platform for social organization has the development of service function for start-up and growing social organizations,it makes scientific and reasonable evaluation on the service characteristics and service performance.It helps the platform type social organizations understand themselves and form features,helping the government combine selection more accurately and determine the delegate object of service.Based on nationalism,sociological institutional ism and public service production secondary distribution theory,the evaluation index system has designed a 17 secondary indicators,58 tertiary indicators from the resource platform,the ability to ascend,the information service,credit guarantee and service effect.As a result of'vagueness'characteristics of the evaluation factors,the system function of service platform has the multiple attribute characteristic;the fuzzy comprehensive evaluation method is adopted to convert qualitative evaluation into quantitative evaluation.After the validation process of fuzzy comprehensive evaluation,it shows the overall status of evaluated objects by the evaluation system,as well as to the service platform development,service details.
