新形势下加强我国报关职业规范建设的思考

Thoughts on the Development of the Professional Standards for Customs Brokerage in the New Situation

本文在对我国报关行业调查研究的基础上,分析了我国报关行业存在的问题,结合海关全面深化改革及商界贸易创新的新形势,指出我国报关行业将会出现综合化、专业化、差别化和国际化的发展趋势,对报关职业能力提出了复合性、专业性、规范性和国际性的新要求。文章认为,应进一步加强报关职业规范建设,近期将"报关员"职业名称调整为"报关专业人员",远期适应市场发展需要,设立"关务师"和"专业类关务专家"等报关职业系列,同时充分发挥报关协会在报关职业规范建设中的作用。

Based on the investigation,this paper analyzes the existing problems in the Customs brokerage service in China. Taking into account the comprehensive deepening of Customs reforms and the new situation of trade innovation of businesses,the paper discovers the trend in the service,which features integration,specialization,differentiation and internationalization and as a result poses inter-disciplinary,specialized,standardized and internationalized new demand to the job of Custom brokerage. The paper argues that it is necessary to further strengthen the development of the professional standards for Customs brokerage,changing the occupational title from 'Customs broker'to 'professional of Customs brokerage'so as to meet the need of the market development,and also setting up a series of such occupations in Customs brokerage as 'Customs expert'and 'Customs specialist'. Finally,the paper also recommends to give a full play of the role of the Customs brokerage association in the development of the professional standards.
