摘要
中国近代海关机构人员编制管理是外籍税务司依据列强与中国签订的不平等条约而施行,其引入西方已步入资本主义发展阶段的管理思想和制度,具有科学性和合理性。本文对近代海关机构人员编制管理的历史沿革及其特点进行分析,认为近代海关机构设置划一精干,人员配置节约,注重行政成本与效益,这些对当今海关工作尤其机构人事改革有一定借鉴作用。
The personnel structure of modern Chinese Customs was set by foreign tax inspectorates,according to the unequal treaties signed by foreign powers and China. Though semi-feudal and semi-colonial,it introduced the management thought and system of western capitalism,which has scientific and rational grounds to some extent. This paper reviews the historical evolution of its management,and argues that the modern Chinese Customs boasts uniform and compact organizational structure and streamlined setting of posts,stressing the administrative cost and effectiveness. Thus it may be referred to in customs work today,especially in the reform of organizational structures and human resources.
